if there are say 500 billion atoms in a human, and each atom has a size, consistency, vector, and position in space/time - and its neccessary to note down the location of all these variables during matter deconstruction, then this needs to be sent through a curved vortex loop in the fabric of space, and re materialised in a chamber this needs to happen istantly - else all the atoms would move, so the mamory must work at say 200 times the speed of light, and this would still leave some unreliablilty, then there needs to be a machine to compensate to the bazzeir effect. So this needs to be 100% perfect, and it needs to take less power than a binary star system emits every 3 millenia and so there may be a possibility of individualy moving someone a distance, as the space is warped - the distance would be almost totally infinate, however - such would be the power requirement that should more than one person need to be transported - there would need to be several white dwarf stars in the device, and a black hole to direct all the energy though a graviton desplacement arc. anyway its impossible with today's technology i blame kirk he never did explain it properly to jean-luke and i think he was a notorious womaniser..
